Hicks & Company prepared an Environmental Impact Statement for a proposed seven mile long reliever route to existing US 69 around the city of Lindale in rural Smith County. The EIS scoping process included feasibility analysis and corridor evaluation prior to the initiation of the SAFE TEA-LU compliant coordination plan. Hicks & Company’s responsibilities included public involvement along with all technical analyses and document preparation under NEPA. Technical task areas included socioeconomics (including environmental justice and project level toll analysis); land use; traffic noise and air quality; surface and ground water; waters of the U.S. (including wetlands); ecology (vegetation, wildlife, and threatened and endangered species); cultural resources (historical and archeological investigations – including eligibility testing); and indirect and cumulative impacts. A Record of Decision was issued in April 2015.
