Hicks & Company, along with TxDOT and the Federal Highway Administration, as Joint Lead Agencies, prepared an Environmental Impact Statement to determine the potential environmental, social, and economic impacts of the proposed replacement of the Harbor Bridge in Corpus Christi, Texas. The project also includes the reconstruction of portions of US 181, I-37 and the Crosstown Expressway. The purpose of this project is to maximize the long-term highway operability of the US 181 crossing of the Corpus Christi Ship Channel and to improve safety for the traveling public, including during hurricane evacuations. Hicks & Company was responsible for the development of the Draft and Final EIS documents and completion of several technical studies critical to the approval of the project, including a Community Impact Assessment and Environmental Justice/Title VI analysis, an Individual Section 4(f) Evaluation including a least overall harm finding, and an extensive Indirect and Cumulative affects analysis involving a panel of local land use experts. The Final EIS was approved by FHWA on November 26, 2014; a Record of Decision was issued in January 2016.
