Hicks & Company was the NEPA Task Leader on the State Categorical Exclusion for the widening of Montana Avenue in El Paso. The improvements included widening the roadway from four lanes to six lanes, as well as associated drainage improvements, bike lanes, and sidewalks. The environmental documentation involved a traffic noise analysis, and Hicks & Company completed the analysis and assisted the District in conducting a traffic noise workshop to present noise abatement measures to the community.
